Based on an interview with an architect with SOLIDERE, the article briefly explains some important issues related to the reconstruction plan. The site is a historic one and contains buried ruins belonging to the Phoenician/Greec/Roman/Islamic/Ottoman/French rule times. The article explains the guidelines that SOLIDERE is following in its dealing with this area and the relation between preserving the heritage side on the one hand, and the reconstruction side on the other. The article goes on to talk about the architectural and planning considerations in the reconstruction plan. The use of traditional features, and the planning policy abd its consequenses (such as opting for the creation of public squares, the Corniche, and the relation between the city centre and the sea) for the city are discussed. The article finishes by talking about the Normandy problem. Its provides a brief description of the problem and what SOLIDERE is planning for that part of the city. The images (sharq02.gif and sharq03.gif) appeared in the same paper on the 4th and the 5th of August. Asharq02.gif illustrates (from top to bottom): 1- The building of the municipality as it will appear after renovation. 2- The city centre with its expansion into the sea 3- The Corniche Asharq03.gif illustrates (from top to bottom): 1 & 2- The archeological digging in the city centre(2), and a design of a museum that will be created in that area. 3 & 4- The rubbish dump at the Normandy as it appears today (3), and the park that is going to be created there (4).
