CABINET COMMUNIQUE
(Communicated by the Cabinet Secretariat)

1. The Israeli Cabinet and the Ministerial Committee on Ceremonies and
Symbols -- which convened this morning (Sunday), 05.11.95 -- made a series
of decisions regarding the funeral and national/public mourning
arrangements in the wake of the assassination of Prime Minister and
Defense Minister Yitzhak Rabin last night in Tel Aviv.

2. The Cabinet decided that flags at state institutions and IDF bases will
be lowered to half-mast from 14:30 hours today, until after the funeral
tomorrow afternoon.

3. Today, at 14:00 hours, the nation's leaders will pay their respects to
the late Prime Minister Rabin; the general public will be able to pay its
respects afterwards, until 12:00 tomorrow.

4. Tomorrow (Monday), 06.11.95, at 14:00 hours, when the late Prime
Minister and Defense Minister is laid to rest, sirens will sound for two
minutes; all activity will halt.

5. As is customary, the Ministerial Committee assigned the responsibility
of organizing the state funeral to the IDF General Staff.

6. The memorial and interment ceremonies will be held on a modest scale
(due to space limitations) at Mt. Herzl, in the section for distinguished
citizens (those possessing invitations and special passes only). The
public at large will be able to pay its respects at the Knesset plaza, and
by lining the route from the Knesset to Mt. Herzl.

7. After the conclusion of the funeral, and the departure of those persons
with invitations, the public will be able to pay their respects at Mt.
Herzl.

8. The Foreign Ministry is preparing to receive the kings, presidents,
heads of government, and leaders from around the world, who have announced
their intention to attend the funeral.

9. Due to the national mourning, all state ceremonies and events have been
cancelled. Similarly, all theaters, cinemas, and places of entertainment
will be closed until after the
