GOVERNMENT will prohibit travel on the asphalt surface of the road of any non-rubber tired equipment
	(2)	TAPLINE will be free to procure its asphalt, including imported asphalt, from any source, and GOVERNMENT agrees that imported asphalt will be free of duty or other charges as provided in TAPLINE's Convention with respect to the importation of materials required for TAPLINE's undertaking.
c.	If GOVERNMENT establishes an arrangement for the collection of payments for the use of the road, TAPLINE will be exempt from the payment of any such charges.
d.	As from the first day of January following the year in which TAPLINE notifies GOVERNMENT of the completion of the works described in the specifications set forth in the schedule annexed hereto, including the second armor coat provided in paragraph 3 thereof, and for the remaining term of TAPLINE's Convention, GOVERNMENT will assume the obligation of maintenance of
